Ebonyi State Government Under Dave Umahi Violates Procurement Laws, Awards N412 Million Worth of Contracts to Family Members

A recent investigation has unveiled alarming violations of procurement laws by the Ebonyi State government under former Governor Dave Umahi. Documents obtained from the Ebonyi State Open Contracting portal reveal that contracts totaling approximately N412 million were awarded to companies linked to Umahi's family members and associates, raising serious concerns about transparency and accountability in public spending.


The investigation indicates that a significant portion of these contracts was awarded without adhering to the mandated competitive bidding process. For instance, contracts for the construction of shops at the Ebonyi State International Market were awarded to Alpha Ark Engineering Company Limited, which is associated with Umahi's younger brother, Austine Chukwu Umahi. Notably, this contract was awarded on January 2, 2019, just as the bidding process commenced, suggesting a pre-arranged agreement rather than a fair competition.


Furthermore, additional contracts were traced to companies where members of the Umahi family hold directorship positions. These include Mercy-seat Engineering Limited and Cajegfrine Engineering Limited, both of which were awarded substantial contracts despite being the only bidders. Such practices not only contravene Section 21 of the Ebonyi State Procurement Law 2020 but also violate Section 43 of the Federal Public Procurement Act of 2007, which mandates open and competitive bidding for government contracts.


The implications of these findings are profound. They point to a systematic pattern of favoritism and potential corruption within the state's procurement processes. The lack of transparency raises questions about the integrity of public contracts and the proper use of state funds.


In light of these revelations, stakeholders are urged to demand accountability from the current administration and ensure that all future contracts adhere strictly to established procurement laws. The people of Ebonyi State deserve a government that prioritizes integrity and transparency in all its dealings.
